§ 1-11. Certain ordinances not affected by Code.

Nothing in this Code or the ordinance adopting this Code affects the validity of any ordinance or portion of an ordinance listed below. All such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length herein and are on file in the city clerk's office.

(1)

Any ordinance proposing an amendment to the city Charter.

(2)

Any ordinance annexing territory into the city, excluding territory from the city, or extending or describing the boundaries of the city.

(3)

Any ordinance promising or guaranteeing the payment of money for the city, or authorizing the issuance of any bonds or other instruments of indebtedness.

(4)

Any ordinance making any appropriation or providing for a budget or budget amendment or budget transfer.

(5)

Any contract, right, agreement, lease, deed or other instrument or obligation assumed by the city.

(6)

Any ordinance establishing positions, classifying positions, setting salaries or benefits of city officers or city employees not codified in this Code.

(7)

Any ordinance granting any right or franchise.

(8)

Any ordinance adopting or amending a land development code or land development regulations.

(9)

Any ordinance accepting or naming any public park or public recreation area.

(10)

Any ordinance adopting or amending the comprehensive plan not codified in this Code.

(11)

Any ordinance dedicating, naming, establishing, locating, relocating, opening, paving, widening, repairing or vacating any street or public way.

(12)

Any ordinance establishing and prescribing the street grades of any street in the city.

(13)

Any ordinance levying or imposing any special assessment.

(14)

Any ordinance dedicating, accepting or vacating any plat or subdivision.

(15)

Any ordinance levying or imposing taxes not codified in this Code.

(16)

Any ordinance prescribing traffic regulations for specific locations not codified in this Code.

(17)

Any ordinance rezoning specific property or amending the zoning map.

(18)

Any ordinance that is temporary, although general in effect.

(19)

Any ordinance that is special, although permanent in effect.

(20)

Any ordinance the purpose of which has been accomplished.
